High-quality development of the domestic instrument and meter manufacturing industry

Instrumentation plays a crucial role in promoting scientific and technological progress and economic and social development. It is the "multiplier" in industrial production, the "pioneer" in scientific research, the "combat power" in national defense construction, and the "material judge" in social life. In recent years, the development of China's instrumentation industry has been rapid, with its scale continuously expanding. However, the overall level is still at the medium and low end, with weak basic research, scarce key core technologies, insufficient product reliability and stability, and long-term reliance on imports for high-end instrumentation and core components, which seriously restricts the high-quality development of China's manufacturing industry and the implementation of the manufacturing power strategy. 

Measurement is the foundation for the high-quality development of the instrument and metering industry, and it plays a crucial supporting role in the innovation and quality improvement of the instrument and metering industry. To further leverage the fundamental guarantee role of measurement in the instrument and metering industry and serve the high-quality development of the instrument and metering industry and the construction of a manufacturing power, the State Administration for Market Regulation has proposed the "Guiding Opinions on Promoting the High-Quality Development of the Instrument and Metering Industry through Measurement" (hereinafter referred to as the "Guiding Opinions"). 

The "Guiding Opinions" clearly set out the main goals: By 2025, the measurement performance and technical indicators of some domestic instruments and meters will reach or approach the international advanced level. Develop a batch of high-quality and highly reliable instruments and meters with international advanced measurement capabilities, overcome a number of key measurement and testing technologies, enhance the effectiveness of public measurement standards in society, develop a batch of standard substances for new instruments and meters, revise and formulate a number of measurement technical specifications for instruments and meters, help create a number of domestic brands of instruments and meters, and accelerate the domestication of measurement benchmarks, measurement standards and instruments and meters. 

By 2035, the measurement performance and technical indicators of domestic instruments and meters will reach the international advanced level, and some of them will reach the international leading level. A number of key measurement and testing technologies that are currently "choked" will be broken through, and a number of innovative instrument and meter enterprises with leading measurement capabilities and research and development design capabilities will emerge.
